Brussels: Europe and the Arabs
The Council of Muslim Scholars in Belgium issued a statement, a copy of which we received, addressed to Their Excellencies the Ambassadors of Islamic countries accredited to the Kingdom of Belgium – Brussels. The statement requests their support for the project to build a school and center for teaching the Holy Quran and Islamic culture in Brussels – “Nour University.” The statement reads as follows:

The Council of Muslim Scholars in Belgium is honored to present this message to Your Excellencies, praying to God Almighty to grant you success in fulfilling your mission, serving the causes of the Muslim Ummah, and promoting the values of knowledge, education, and coexistence.
We would like to draw your attention to an important educational, da'wah (missionary), and cultural project in the city of Brussels: the establishment of “Nour University – NOUR VZW.” This project involves building an Islamic and cultural center and a school specializing in teaching the Holy Quran and Islamic sciences, under the supervision of His Eminence Mufti Abdul Latif Chishti. New Islamic and Cultural Centre Building Project for Brussels, Kingdom of Belgium – 2026
This project aims to provide a safe and comprehensive educational space for Muslim children and youth in Belgium, through teaching the Holy Quran, promoting the Arabic language, introducing new generations to the tolerant values of Islam, and connecting them to their religious and cultural identity, while fostering positive engagement with Belgian and European society.
Among the project's key objectives are:
- Establishing a school specializing in teaching, memorizing, and reflecting upon the Holy Quran.
- Teaching fundamental Islamic sciences according to a moderate and balanced approach.
- Providing educational programs for children, youth, and families.
- Supporting Arabic language education.
- Preparing a generation of young Muslims committed to Islamic values and ethics.
- Organizing cultural and dialogue activities that promote understanding and coexistence among all segments of society.
- Providing a center that serves the Muslim community in Brussels and contributes positively to Belgian society.
We believe that teaching the Holy Quran to future generations is one of the greatest ways to serve Islam, and that investing in education is an investment in the future of the nation and society. From this perspective, the Council of Muslim Scholars in Belgium appeals to the esteemed ambassadors of Islamic countries to support this blessed project and promote it to charitable and educational institutions in your brotherly nations. This support would contribute to the completion and equipping of this Quranic and educational center.
We also request that Your Excellencies, if possible, facilitate communication with donor and endowment institutions in your countries and explore the possibility of providing financial, in-kind, or institutional support for the project, in accordance with the regulations and laws in force in the Kingdom of Belgium.
We are prepared to provide your esteemed embassies with the complete project file, including a feasibility study, plans, estimated budget, work plan, and educational programs. We would also be pleased to arrange a meeting to present the project and discuss avenues for cooperation and support.
This project is not merely about constructing a building; it is a project focused on the Quran, education, and community service. We hope it will receive your kind attention and support, and that, God willing, it will be a continuous act of charity for all who contribute to its realization. God Almighty said:
“Indeed, this Qur’an guides to that which is most upright.” (Quran 17:9)
We ask God Almighty to bless your efforts and reward you abundantly for your service to Islam and Muslims, and to make this project a source of light from which Muslims in Belgium and Europe may benefit.
Please accept, Your Excellencies, our highest respect and appreciation.
His Eminence Sheikh Imam Nour Eddine Tawil
President of the Council of Muslim Scholars in Belgium
