The International Criminal Court launches a platform that receives evidence via the Internet and the email of the Public Prosecutor's Office

  Karim Khan, the Prosecutor of the International Criminal Court, announced the launch of OTPLink, a new application for online and email submission of evidence by all external stakeholders and witnesses to my office.
According to an explanatory statement issued by the headquarters of the court in The Hague, the Netherlands, and we received a copy of it via email, OTPLink will provide a single clear access point, replacing the various systems and processes that were previously used to receive information, including submissions in accordance with Article 15 of the Rome Statute.
Blending the use of advanced modern technology with international law, this innovative application provides users with a seamless and secure way to present potential evidence in real time from any device with an internet connection, effectively bringing relevant events closer to the courtroom.
The platform ensures that information is collected quickly, safely and securely. OTPLink simplifies the traditional manual review process by allowing the office to handle larger volumes of information using artificial intelligence (AI) and machine learning (ML) to provide greater insights into incoming information, significantly reducing the time required to review and act on it. The platform maintains compliance with international standards for evidence handling by utilizing a digital chain of information tracking that collects and maintains information. This maintains the integrity of evidence and creates a reliable, tamper-resistant record of the collection and handling process.
“I hope the launch of OTPLink will further empower all of our stakeholders, whether affected communities, civil society or national authorities, allowing you to share information more easily and securely with my office, and strengthen the foundation for our joint work towards justice for crimes,” the attorney general said through the statement. According to the Attorney General, “Today’s launch marks a milestone in OTP’s broader technology modernization under Project Harmony that has been a key priority for my term. To deliver justice most effectively, we must harness the power of cutting-edge technology. In today’s world, it’s not a luxury, it’s a requirement.” We need a modern, secure and dynamic set of collection and analysis tools, allowing us to achieve greater success in our investigations and prosecutions.
Through Project Harmony, the Office is working to increase its capabilities to rapidly review and uncover larger amounts of evidence left behind by crimes committed in contemporary conflicts. In addition to OTPLink, the project includes other components that will provide centralized storage of information and evidence, and integrate a suite of investigation and analysis tools for secure use in the cloud.
