The Director General of the International Atomic Energy Agency, Rafael Grossi, confirmed that the document expected with the Iranian Foreign Minister in Cairo is an "important step in the right direction." According to the United Nations daily news bulletin
On Wednesday, Grussia was speaking to the Agency’s Governors Council about agreeing on practical procedures to implement the guarantees in Iran, according to which “Iran will resume and the agency now to cooperate in a comprehensive respectful manner.”
He said that the document signed "provides a clear understanding of the procedures for inspection, notifications and implementation, in line with the relevant judgments of the comprehensive guarantee agreement."
He explained that this matter includes all facilities and installations in Iran, and also addresses the required reporting of all the facilities that were attacked, including the nuclear materials in it.
He added: "The curricula of the guarantees will be reviewed for each facility at the technical level, in line with the rights and obligations of Iran and the agency under the guarantee agreement in the context of the treaty not to spread nuclear weapons, which were not amended as a result of these practical steps."
He cautioned that there may be difficulties and issues that need to be solved. But he added: "We now know that we have the basic elements and understandings to do so."
Grusi expressed his hope that the resumption of the agency's activities in Iran will be a "medical sign, reference, and indicating that agreements and understandings are possible, and that nothing eliminates dialogue if we want permanent solutions to international challenges like this."
According to media reports, in return, Iranian Foreign Minister Abbas Araqji said that the agreement does not currently allow inspectors to enter Iranian nuclear sites, and warned that the activation of the "Snap Pak" mechanism would cancel the agreement.
The European Union said yesterday that Iran should allow the Atomic Energy Agency to urgently resume inspection activities. Saudi Arabia praised the role of the agreement between Iran and the atomic agency in promoting confidence and adopting diplomatic solutions and cooperation, and China welcomed the move.
The June attacks on the nuclear facilities in Iran had suspended the inspection there. The Iranian parliament earlier adopted a law to suspend cooperation with the agency.
The new agreement was announced on Tuesday evening from Cairo, where Iranian Foreign Minister Group, Abbas Araqji, met in their first meeting since the 12 -day war in June.
"In the event of hostile action against Iran, including the re -action of the UN Security Council resolutions, Iran will consider these practical steps by virtue of the end."
The interview of an Iraqi and Group came after the activation of Germany, France and Britain, the three European countries affiliated with the 2015 agreement, in late August, the so -called "trigger mechanism" listed in the agreement, which allows the re -imposition of United Nations sanctions on Tehran. The three countries have given Iran thirty days to conclude a settlement on its nuclear file before re -imposing sanctions.
The 2015 agreement stipulated that restrictions on the Iranian nuclear program in exchange for a gradual lifting of the United Nations sanctions on Tehran.
The war with Israel caused negotiations between Tehran and Washington, as the United States withdrew from the Iranian nuclear agreement in 2018 and reimposed economic sanctions on the Islamic Republic.
Iran requires obtaining security guarantees before the resumption of negotiations.
Last week, the Secretary of the Iranian National Security Council, Ali Larijani, revealed Iran's openness to talks with the United States on its nuclear program, while rejecting any restrictions on its missile program.
"The road to negotiations with the United States has not been closed, but the Americans are satisfied with talking about the talks without coming to the negotiating table, and they mistakenly claim that Iran is not ready to negotiate."
