Today the European Commission released the findings of its seventh assessment of the Code of Conduct for Combating Illegal Online Hate Speech.
“This year’s results unfortunately show a decrease in the results of notifications and actions for companies: the number of notifications reviewed by companies within 24 hours has decreased compared to the last two monitoring exercises, from 90.4% in 2020, to 81%,” said a statement issued by the Commission in Brussels today, Thursday. in 2021, and 64.4% in 2022.
TikTok is the only company that has improved rating time. The removal rate, at 63.6%, is also much lower than it was in 2020 (71%). Only YouTube has performed better in this criterion than it has in the past two years. However, there is a positive development in the pace of companies and the quality of feedback to users, something the Commission had called for companies to improve in a 2021 report.
To support implementation of the Code of Conduct and address gaps in notice and action, IT companies and the Network of Trusted Reporting Organizations participating in monitoring exercises have agreed on a framework. It establishes cooperation initiatives between the parties, whereby they commit to strengthening their dialogue to counter hate speech on the Internet. The Commission will continue to monitor implementation of the Code of Conduct.
