Brussels: Europe and the Arabs
Following the end of the discussions of the leaders of the European Union countries on the first day of the Brussels summit, which concludes today, Friday, President Michel made the following statement:
“The Multiannual Financial Framework (MFF) has been reviewed as set out in the document below, in all its components and priorities – i.e. support for Ukraine, migration and external dimension (titles 4 and 6), strategic technologies for Europe platform, NGEU (NextGenerationEU) interest payments, instruments "Private resources, new private resources, and elements that reduce the impact on national budgets - are strongly supported by 26 heads of state or government. We will be back early next year."
Mid-term review of the EU's long-term budget
Following a European statement, in Brussels, leaders held an in-depth discussion on the mid-term review of the multiannual financial framework 2021-2027.
The mid-term review, as set out in a document detailing the negotiation box, covers support for Ukraine, the migration and external dimension, strategic technologies for the Europe Platform, Next Generation EU benefit payments, special instruments and new special resources, elements that reduce the impact on national budgets. The project enjoys strong support from the 26 European Union heads of state or government.
The Negotiating Fund expects to provide an additional financial envelope worth 64.6 billion euros, which should be spent on new priorities:
€50 billion for the Ukraine Facility (€17 billion in grants and €33 billion in loans)
   €2 billion for immigration and border management
   7.6 billion euros for the neighborhood and the world
   €1.5 billion to the European Defense Fund under the new STEP instrument
   €2 billion for the flexibility instrument
   1.5 billion euros for the solidarity and aid reserve
EU leaders are due to return for a mid-term review early next year.
