Several Arab countries were satisfied with the traditional announcement that they are closely following the developments in the situation in Syria without specifying any position immediately after the news of the rebels entering the capital Damascus and the fall of the regime. This is a natural thing in the Arab world. Everyone waits until the picture is complete and a position is taken on the matter so that they do not make a mistake and retreat.
As for major countries such as the United States and Russia, the matter is different. In Washington, US President-elect Donald Trump said that Syrian President Bashar al-Assad fled Syria after losing Russian support, according to what Alhurra website reported in an urgent video.
Syrian Prime Minister Mohammad Ghazi al-Jalali had said in a video clip that he would not leave the country in order to preserve the country's capabilities and ensure the continuity of state facilities, adding: "I will not leave except in a peaceful manner."
Al-Jalali called on the Syrian people to preserve state institutions and think rationally, and not to touch any public property, which is basically their property.
Cairo News Channel quoted the French News Agency as saying that the Syrian Prime Minister, Mohammad Ghazi al-Jalali, said that they are ready to cooperate with any leadership chosen by the people. He added: I am not keen on any position, and we extend our hand to the opposition to cooperate for the sake of our country. He also indicated that he has Syria's interests in mind, saying: "Syria is for all Syrians." The Syrian scene changed a short while ago with Syrian military sources announcing that the ruling regime in the country had fallen, after the Syrian president left and armed factions occupied several cities, the last of which was the capital Damascus, which is now under their complete control, according to Reuters. For his part, Russian Foreign Minister Sergei Lavrov considered that it is "unacceptable to allow" armed factions to control Syrian territory. Lavrov's remarks in Doha came after meeting with the foreign ministers of Turkey and Iran, following rapid advances by armed factions led by the Hayat Tahrir al-Sham group.
Russian news agency RIA Novosti quoted Lavrov as telling reporters that Moscow would oppose "in every possible way the efforts of an armed faction body to change the situation on the ground in Syria."
"It is unacceptable to allow armed factions to control territory in violation of agreements," Lavrov said at the Doha Forum.

Lavrov considered that the talks with Turkey, which supports some armed factions in Syria, included discussing ways to preserve Syria's unity while ensuring the security of the Turkish border.

He said: "We called for an immediate cessation of combat activities... and for this purpose we called for dialogue between the government and the armed factions."
