The Center for Coordination and Analysis of Terrorist Threats in Belgium "OCAD" recorded 215 reports during the past year "2022" related to threats related to terrorism and extremism. This is equivalent to 2021, when there were 218 reports.
Unlike in 2021, there was no threat last year that was described as "extremely dangerous" - in 2021 there was only one with that adjective.
The Terrorism Risk Analysis and Coordination Center noted a "significant increase" in threats against police forces in 2022, without providing further details on the number of such threats.
Most of the reports (60 percent) were rated as low, and another third as average. Less than one in ten people have been serious at some point.
Threats are mainly expressed through social media or messaging apps.
Throughout the year, the overall threat level has remained at Level 2 or Medium.
Additionally, there are a majority of so-called lone doers, people who just want to take action. OCAD states that "most of these individuals do not have structural ties to terrorist or extremist groups." Less than a fifth of threat reports are plans put together by multiple individuals.
Supporters of jihadi ideology also made up a third of the reports in 2022. In another third, the ideological dimension is unknown or unclear. In addition, OCAD notes that a tenth comes from abroad and an equal share is described as "varied threats arising from a particular topic in society, such as anti-prohibition sentiment in response to the COVID-19 pandemic."
Finally, just under a tenth of the reports are about right-wing extremism. The threat from left-wing extremism remained limited.
All of these threats, in order of magnitude, have targeted specific people, the police and military, politics, public buildings, the public at large, and specific communities. The Office for Counter-Terrorism notes that in the last quarter there has been a "significant increase" in the number of threats to police forces: in November a police officer was killed by a known extremist in Skarbeek. The increased number of reports is partly due to "increased security vigilance and the effect of counterfeiting."
Threat reports in the context of extremism or terrorism are reported to OCAD by the various departments involved, after which they are processed and analyzed. OCAD provides the threat level and context for this. If necessary, protective measures will be followed.
