The report stated that the "trend of international cooperation" began to weaken at the global level despite its strengthening after the end of the Cold War in 1989, with a focus on strengthening the spirit of cooperation now to counter Russian actions against Ukraine and other global issues, including climate change.
Japan warned that cases of diplomatic tension and confrontation around the world could escalate against the backdrop of worsening international imbalance, creating a situation in which "international relations are intertwined in a complex way with an atmosphere of confrontation, competition and cooperation."
The Blue Book confirmed that some countries are working to "strengthen their difficult positions towards the existing international order, based on their unique views of history, values, and self-affirmation," in a clear reference to China and Russia, according to Kyodo.
The book added that Tokyo will closely monitor the joint military exercises between China and Russia near Japanese territory, which are taking place at an "increasingly frequent pace." This is the first time that Japan has expressed concern in the report about the military relations between the two countries.
This came as the Russian National Anti-Terrorism Committee announced that it had thwarted 118 terrorist crimes since the beginning of the military operation in Ukraine in February 2022, the perpetrators of which were young people, including minors.
"The list of terrorist crimes includes preparations for terrorist attacks, recruitment into terrorist organizations, public calls for terrorism, hostage-taking and other crimes," said a statement by the Russian Committee on Tuesday.
The statement of the Russian National Anti-Terrorism Committee indicated that the Ukrainian security services are trying to involve Russian youth in subversive and terrorist activities, against the background of the special military operation.
And the statement continued in this regard: "The Ukrainian security services and Western curators launched a campaign of ideological indoctrination and aggressive recruitment of our citizens, especially from the younger generation, to involve them in subversive operations and terrorist and extremist activities."
