Israeli Prime Minister Benjamin Netanyahu refused to allow mobile homes and heavy equipment into Gaza, despite the agreement that stipulates facilitating the arrival of reconstruction aid. According to a report published by the European News Network in Brussels "Yuneo", it added that in this context, the Israeli Broadcasting Corporation "Kan-Reshet Bet" reported that the issue will be discussed in the coming days, while observers believe that Israel is practicing a policy of procrastination in implementing the terms of the agreement, taking advantage of internal and external political pressures.
For its part, the Hamas movement confirmed that it is waiting for Israel to implement the humanitarian protocol, stressing that the release of more Israeli hostages is contingent on Israel's full commitment to the terms of the agreement.
A humanitarian disaster threatens more than 1.5 million displaced persons
In a related context, the government media office in Gaza announced that the Israeli army did not allow the entry of mobile homes or heavy equipment through the Rafah crossing, despite the presence of this equipment on the Egyptian side.
Salama Maarouf, head of the office, explained that more than 1.5 million people in the Strip are suffering from displacement due to the widespread destruction of the infrastructure.
Marouf added that the humanitarian situation in Gaza cannot tolerate further delay, noting that mediators are following up on Israeli violations and pressing for the implementation of the humanitarian protocol.

US pressure for possible amendments to the terms of the agreement
At the same time, US Secretary of State Marco Rubio arrived in Tel Aviv to hold talks with Israeli officials on implementing the agreement, amid reports that US President Donald Trump wants to amend some of the terms of the agreement, including the release of all Israeli hostages before the second phase of negotiations.

For his part, Netanyahu expressed his readiness to resume the war if necessary, even if this leads to the detention of more hostages.

At the same time, the Israeli Ministry of Defense confirmed receiving a shipment of (MK-84) ammunition from the United States, after the Biden administration halted the shipment last year due to concerns about civilian casualties in Gaza.

Rubio is scheduled to meet with Netanyahu before traveling to the UAE and Saudi Arabia, two countries that reject any mass displacement of Palestinians.
Earlier, Trump indicated that he seeks to expand the Abraham Accords to include Saudi Arabia, which stipulates the establishment of a Palestinian state before normalizing relations with Israel.
Arab Summit in Cairo and Discussion of Alternative Proposals
As part of the diplomatic moves, Egypt announced its plans to host an Arab summit on February 27, where it is working with other countries to formulate an alternative proposal aimed at rebuilding Gaza without affecting its population.
Egypt has warned that any mass influx of Palestinians from Gaza could threaten the peace treaty with Israel, which is the basis of American influence in the region.
Arab and Islamic countries have also stipulated that any support for Gaza requires a return to Palestinian rule and a path leading to the establishment of a Palestinian state that includes Gaza, the West Bank and East Jerusalem.
Earlier, Egypt offered to form a committee of independent technocrats under the auspices of the Palestinian Authority to manage and rebuild Gaza, a proposal that was accepted by Hamas but not by the Palestinian Authority, which hindered the implementation of the plan.
Internal Controversy: Political Pressures Threaten Ceasefire Negotiations
The recent Israeli decision has sparked an internal controversy in Israel, with the families of the Israeli hostages demanding that the deal be implemented quickly.
On the other hand, the Israeli government is facing pressure from right-wing parties demanding that the deal be canceled and military operations resumed in Gaza.
