The Sixth Cyber ​​Dialogue between Japan and the European Union, days after the announcement of the security and defense partnership between the two sides

The activities of the EU-Japan-US Industrial Control Systems Cybersecurity Week have been launched, and on the eve of the launch, the EU and Japan held their sixth cyber dialogue in Tokyo. The dialogue took place two days ago and shortly after the announcement of the EU-Japan Security and Defense Partnership in the EU-Japan Strategic Dialogue earlier this month.
According to a European statement issued in Brussels yesterday, Tuesday, during the cyber dialogue, the EU and Japan exchanged views on the threat landscape and response to malicious cyber activities, and provided updates on the latest political and legislative developments in the field of cybersecurity as well as in the areas of emerging technologies, cyber crisis management and cyber defense. The dialogue also included an exchange of views on the EU-Japan frameworks regarding product security, resilience and critical infrastructure protection, and exploring possible avenues for further cooperation.
They highlighted the good cooperation in international and regional forums, especially in the discussion within the framework of the UN Open-Ended Working Group, as well as cooperation in light of the establishment of the UN Cyber ​​Action Program. Cooperation within the G7 framework and support for the ASEAN Regional Forum (ARF) where confidence-building measures (CBM) are developed and implemented were also discussed. In addition, the dialogue included an exchange of views on approaches and measures for cyber capacity building.

On the EU side, the dialogue was co-chaired by Maciej Stadzik, Deputy Director-General for Peace, Security and Defence at the European External Action Service (EEAS). He was accompanied by officials from the EEAS and the Directorate-General for Communications Networks, Content and Technology (DG CONNECT), and representatives of EU Member States as observers.

On the Japanese side, the dialogue was chaired by Yukio Saita, Ambassador in charge of Cyber ​​Policy and Deputy Director-General of the Foreign Policy Bureau of the Japanese Ministry of Foreign Affairs, with the participation of officials from the Ministry of Foreign Affairs, the National Centre for Incident Preparedness and Strategy for Cybersecurity, the Cabinet Secretariat, the National Police Agency, the Ministry of Internal Affairs and Communications, the Ministry of Defence, the Ministry of Economy, Trade and Industry, and the Japanese Cyber ​​Emergency Response Team.
The EU will host the next EU-Japan Cyber ​​Dialogue next year. According to official European sources, the dialogue also contributes to the implementation of actions under the EU-Japan Digital Partnership. During the Cyber ​​Dialogue Week, the EU will continue to engage on cyber issues in Tokyo. The EU-Japan-US Indo-Pacific ICS Cyber ​​Security Week 2024, a training programme aimed at strengthening the ICS cybersecurity capabilities of participants from the Indo-Pacific region, will take place from 12 to 15 November. In addition, the EU will be represented by a team trained by the European Union Agency for Cybersecurity (ENISA) at the Kunoichi Cyber ​​Games, an event aimed at enhancing the skills of young female cybersecurity engineers and developing international networks, which will take place from 14 to 15 November.
