Most of them are women... Ukrainians were the largest beneficiaries of temporary protection in the European Union. Last June, more than four million fled the war, the majority of them in Germany, Poland, and the Czech Republic.

Brussels: Europe and the Arabs
As of June 30, 2025, 4.31 million non-EU citizens who fled Ukraine as a result of Russia's war of aggression against Ukraine were granted temporary protection status in the European Union. According to figures from Eurostat, the European Union's statistical office in Brussels, the EU countries hosting the largest number of temporary protection beneficiaries from Ukraine were Germany (196,645 persons; 27.8% of the EU total), Poland (992,505; 23.0%), and the Czech Republic (378,420; 8.8%).
Compared to the end of May 2025, at the end of June, the total number of persons from Ukraine under temporary protection in the EU increased by 32,940 (+0.8%). The number of persons under temporary protection increased in all EU countries, with the three largest absolute increases observed in Poland (+5,660; +0.6%), the Czech Republic (+4,745; +1.3%), and Germany (+3,805; +0.3%). The highest number of beneficiaries of temporary protection per thousand inhabitants was recorded in the Czech Republic (34.7), Poland (27.2), and Estonia (25.1), while the corresponding figure at the EU level was 9.6 per thousand inhabitants.
As of 30 June 2025, Ukrainian citizens accounted for over 98.4% of beneficiaries of temporary protection in the EU. Adult women accounted for 44.7% of beneficiaries. Minors accounted for nearly a third (31.2%), while adult men accounted for nearly a quarter (24.1%) of the total. The data indicate that temporary protection status was granted based on Executive Council Decision 2022/382 of 4 March 2022, which confirmed the mass influx of people displaced from Ukraine due to the Russian aggression against it and provided for temporary protection.
On 13 June 2025, the European Council adopted a decision extending temporary protection for these persons from 4 March 2026 to 4 March 2027.
