Two days ago, the Egyptian government, represented by Dr. Assem Al-Gazzar, Minister of Housing, Utilities and New Urban Communities, signed a contract with the United Arab Emirates, represented by the Abu Dhabi Governmental Development Company. The partnership contract was signed by Mr. Mohammed Al-Suwaidi, UAE Minister of Investment.

A partnership contract to establish the new city of Ras El Hekma in Marsa Matrouh Governorate on the northern coast. When completed, the project will be considered after five years, starting at the beginning of next year... the giant real estate project in the history of the new republic under the auspices of the wise political leadership in the two brotherly countries.

The new city of Ras El Hekma, with its moderate climate conditions, its extended backside of newly reclaimed agricultural land, the international coastal road network, the ten lanes on each road, and its proximity to the Dabaa area to provide it with clean energy and the new city of El Alamein, which has become the focus of the world’s attention after it has been purified and stripped of the inheritance of the mined past.

Financial funding of thirty-five billion dollars has been allocated for the project, which will be transferred from the Emirati side to the Egyptian treasury in two installments within two months, the first installment amounting to fifteen billion dollars, minus five billion dollars deposited by the UAE some time ago in the Egyptian treasury, then the second installment amounting to twenty billion dollars. Minus six billion from the rest of the Emirati deposit, so that the actual proceeds of the Egyptian treasury from the two payments will be twenty-four billion dollars, with the amount of eleven billion dollars being deducted from the total Egyptian external debt... provided that Egypt will receive profits of thirty-five percent of the total profits of the giant investment project. In addition, the United Arab Emirates will pump, as agreed upon, at least one hundred and fifty billion dollars into the same project from the start of implementation until its completion.

It is worth noting that this is a commercial and investment partnership on Egyptian land... and it is an activity that the world knows well and is striving for with strength and diligence and not a concession on the land... and this is for those who want to be mean to stare with their eyes, purse their lips, and examine only to become suspicious and take some simple people with them into the maze of darkness to die in it as a result.

Before it, El Alamein, and after it Sidi Barrani, Jarjoub, Matrouh, Salloum, and the rest of the sixty-one cities, followed the same approach and path as a strategic plan for the General Authority for Urban Communities.. Amen.
